This article contributes to the investigation of the obstacles faced by fishermen in accessing/enforcing rights and benefits, with an emphasis on gender disparity. Through descriptive and explanatory analyses, using multilevel logistic regression models, hypotheses were tested about the cumulative disadvantages that women face in accessing fishing resources, especially Seguro Defeso. The results showed that being a woman decreases the chance of accessing the benefit by 47%, demonstrating the existence of systematic barriers that hinder access to Seguro Defeso, with the main obstacle being documentation. The hierarchical econometric models analyze the existence of intersectionality in the female group and suggest that documentation is one of the main predictors of being denied the benefit.
