Results: The emergency management of resources in the face of the pandemic challenged strategic management skills in the management of intervention methods capable of successfully operationalizing the management practices of human, material, physical, financial, political and information resources, among other situations never experienced. In view of the speed of disease transmission, creativity and focus have become essential skills for decision-making agility, whose effectiveness depended on the solution of unexpected situations with risk of entropy and organic instability of health services. Conclusions: The emergency management actions to face the pandemic in primary care resulted in a series of critical adjustments in resources to maintain control of the crisis. The study can contribute to services of the same nature to guide actions or to awaken ideas capable of achieving better results in facing the pandemic.
